After Morgan Properties took over, service went extremely downhill. We went through a simple transfer to a different apartment and it was a nightmare. No responses most of the time, we couldnt get any information from them until the last moment, they pushed back our moving date with no regard for our schedules. When we were finally transferring they provided the wrong apartment number so we set up all our utilities and change of addresses for the wrong apartment, and we didnt find out until the night before we were to move. In response they basically just said oops and that we had to fix everything immediately or we couldnt move into the new place. Once finally moved in we found the shower and stove/oven didnt work. Maintenance said they couldnt fix the shower right now and did not give us any estimate, then basically told us out was our fault the stove didnt work for not setting the gas up properly (already confirmed with BGE that it was turned on properly). We told them this and they said they would send someone again. They didnt. Its now several days later and we still cant cook in our kitchen and still no word on the shower. To top it all off, the first package we had delivered here was promptly stolen from the front step. The bargain on rent IS NOT worth all this.

Horrible place. Saw my fiends tires removed and when I tried to move out they tried to get another years worth of rent out of me. Do not come here. Very poor quality thin walls that constantly leak water, so you see water marks on the all seeping from the roof. And their response, if you get one, is very delayed and slow. Defiantly do not recommend, and stay out of here. It’s a bad neighborhood.

You can just look at the reviews. Most of the low stared ones are liked while the high star ones are have no likes and are probably bought. In my experience this place sucks. For the price you can pay a small houses mortgage. My electrical system broke multiple times and their response was very delayed. They have a very poor notice for anything, usually sending emails at the last moment. Terrible management of the community. Things here are getting worse and they are just trying to get cash out of people.

I will try make it short.1. TV delivered to my address at 2 pm. When I was home, it was stolen. Thats the neighbourhood.2.Refrigerator was not working. They brought small miniature fridge and it has already been two weeks. They still say they ordered a parts and dont have any other solutions. I will update how long it will take.3.Customer care is inefficient. I hope someone teaches them how to do their job efficiently.4.Buildings are really old. Creaking sound all over the my apartment while I walk.5.I was mislead about the type of the kitchen at the time of leasing. Multiple emails with different information. Inefficient.I will keep on adding whenever I have time. There are other things too.

We are about to sign our lease here! Our agent Talyn Parker has been nothing but amazing and professional. My boyfriend and I are getting ready to have a baby and wanted to find a place to ourselves. We stopped by the leasing office at 4:40 on a Saturday when they closed at 5. Talyn saw us at the door and without saying sorry we are about to close, come back tomorrow She opened the door and welcomed us in and immediately started talking to us about options. She explained everything very clear and we hardly had to ask any questions because she was so clear on everything!!! She informed us that the last showing was at 4:30. No problem! We were fine to come back the next day! But after talking and showing interest, talyn took more time out of her Saturday night to show us not 1, but 2 OPTIONS!!!!! Mind you, it was way past their closing time on a Saturday, but she had no problem AT ALL with showing us our options. We left ready to start the application. We went home that night and had everything submitted by 10:30pm. The leasing office opened up Sunday at 12 and not even by 2pm did talyn call us with our results!!! There was a bump in the application so we had to submit a few more things and Talyn said she would call us when she heard anything. I kid you not, not even 10 minutes later she called and said that we were approved!!!! If you want fast service, Talyn gets the job done! She has responded to every email that I have sent within the hour that I have sent it. She is very communicative and reliable! She made us feel great about living here! We are so excited to start this new journey as a family, and with Talyns GREAT customer service, she has made this experience even better. I hope that we can keep the positives through our time living here.THANK YOU TALYN!!! YOU HAVE MADE THIS SO EASY!!!!!

This is by far the worst customer service and experience Ive ever had. I was scheduled for a tour drove all the way out there just to be told the person who scheduled me was not in. Also was given a price for a one bedroom, approved, charged a holding fee just for them to tell me they gave me the wrong price and wont give me my holding fee back. They are very UNPROFESSIONAL.

I wish I can give 0 for this community.. This community is not safe anymore.. Few months ago my car driver side window was broken and now all my 4 car tires got stolen.. When we ask management to setup security cameras in intersection, They said not possible and give a complaint to police. It happening to other residents as well. Please be careful before signing the lease here.

Although there were several things occurred during my stay to affect the renewal of my lease (2 years resident), I was really considering it was the past. However, many of the more recent valid reviews I read on this site suggest its not. I am moving because I was interested in a bigger apartment, but cannot be offered a price new residents are offered, or any significant discount. It cost less to move somewhere else as you get the benefits of a new residents (a month off and/or lower rent for a year). I understand the prices on the site reflect the benefits they are offering for this current month. Please read all the reviews as well as remember you lease will significantly raise in one year and you will NOT have the benefits of the apartment (pool, fitness center, computer or even ability to walk in the office) for most of this year.Secondly, regarding previous reviews, I have had several of those complaints before. I had pests, a ant infestations each summer but I also had a bat enter my home after scheduled maintenance was done. Both of these previous issues I took care of. I had one other issue, but I remain steadfast in the belief that it was someone associated with the previous rental office who is no longer employed there caused it. So I wont mention it except to say that I went through a lot to get reimbursed for something not my fault. So I understand previous reviews well.I do want to end that Danielle in the leasing office was able to answer all my questions and I appreciated that. I understand she is only allowed to offer what her management insists..

Shout out to Talyn, she’s on top of it. This place is decent considering it is located in a nice location and good school district and is reasonably priced when compared to other local apartments in worse areas of Howard County. Some of the finest Asian food and markets in the country are within a mile radius. In addition to old Ellicot City and Patapsco State Park. Neighbors are quiet and friendly and the apartment itself has no bugs or major issues. The section I live in is quiet and my children love the parks and woods. The transition to a new leasing company or any company change is a big shift and there still seems to be some issues but that can be expected when any transition like that takes place. The process to get into my place was pretty straightforward and tbh easier than any other housing I’ve been in. I’m hoping that Morgan stops sending me emails daily of the same thing over and over. Also the smaller park in the lower section badly needs a layer of 4” of mulch (very muddy). Also there is no reason to keep the pool closed this year as it is likely that by summer we’ll have or be close to herd immunity. Give the front office a break. They seem to be handling the transition well despite likely being overwhelmed, over worked, and underpaid. They have been responsive despite some barriers caused by, changing the rental portal, appointment only visits, and policy changes (Covid) from transition to Morgan.

We had a 1 year contract, and got kicked out. For what reason, because of the floors. They were very weak and it felt like we weren’t allowed to walk normally. We stayed there for not 6 months, but 3 months. They also had very bad customer service. I wouldn’t recommend living here if you had children, or in general.

Please keep in mind all these bad reviews you guys get from other residents living here. Talk about having mice and insects enter, how would you like if that happened to you? You wouldnt like it, right? Secondly, the appliances, they are (or should i say were because I lived here a very long time ago) outdated. The most horrible experience from my stay here as a kid was that our kitchen caught fire and ended up damaging our apartment room, so we were forced to move apartments, specifically to the ones right when you enter the complex from Normandy Center Drive. Surprisingly, those turned out to be better (the view made up for it). If you could spend some time understanding our reviews and doing something about it, maybe you could be able to help us out in a way to make things better for us residents.

I have been a resident for a year now, eager to leave soon. For Ellicott City, this is as low end as you can go, the biggest pro is the price compared to local complexes. My car was vandalized (aggressively keyed) by children in the neighborhood. I was once on the news because a car out front of my building had all 4 wheels stolen and was left on bricks. The tire theft was the only time I was thankful for the lack of parking out front. There was a time that 3 people attempted to rob me around 10pm or so after I had parked in the neighborhood and oh my was it scary. Enough with my complaints on the community though, my real issue lies with the Leasing office. I paid my rent on time throughout my whole lease, never caused a disturbance, yet when I try to leave at the end of my lease they demand an extra $2600 for not giving a full 60 day heads up that I would be vacating. Before I moved in, I read plenty of negative reviews, but figured it was due to the tenants being in the wrong. I gave benefit of the doubt, eager as a first time apartment renter and ended up screwed. I feel as though when you sign that lease, yourre probably settling for something less than you deserve. If you decide to give Charleston Place a chance, I truly wish you the best of luck and hope your experience is better than mine.

Worst experience! we lived here for 2years.Do not recommend.Always had to raise service requests.washer dryer never worked properly.while ending the lease, they had no courtesy considering the jobless situation during covid. we had to relocate to different coast just a month before the lease ends. we provided them notice 2 months before (even more than that)They still had us paid 2 months extra 😡 which was really frustrating.

Just moved in, I think it’s great! Every building is different so the neighbors will make the area. My building is quiet so far, and it is kept up very nicely! As for rodents, that is just apartment living unfortunately. I dont have any but in my experience , in other apartments,, mice sometimes find there way in, it’s not the staffs fault , keep your place clean and tidy , , the maintenance here is awesome!!! I had an issue and he fixed it right away!!! And very kind and knowledgeable! But this is a great community. As for price increase, every apartment increases prices every year by 5-10$

Do not move here!!! If I could give zero stars I would. Ive been here for a month and the leasing / management office doesnt communicate they dont know what theyre doing, you get a different answer from each person. Worst place to live!!! Trying to find a way to leave the lease. The property so in shambles and falling apart. It took two weeks for them to fix my AC, and even then it still didnt work and they had to call someone else from a actual AC company who knew what they were doing. PLEASE DO NOT MOVE HERE!!! FOR YOUR OWN GOOD!!!

Extremely worst apartments.1) Very very bad customer representatives sitting in the leasing office. They try their best to disrespect you. I think they hired because of their attitude.2) When you leave they will try to put a lot of problems on your side. Very heavy bills I never see before while leaving any other apartment homes in my life.3) They Never inform when lease going to finish or any other details. and Then charge you two months extra rent if you leave.4) Very old apartments HVAC ducts contains millions of tons garbage inside. but they will not help you for this.5) all good families already left and very flew behind and those are leaving soon.6) I am living for 6 years but I did not felt insecure before which I am feeling now in last one year.Request to all new comers please dont choose these apartments. I love this apartment. The office faculty are very respectful and care about any concerns you may bring. I saw a few reviews about pests and rodents and I keep my apartment clean and tidy and have never seen any of those animals in my apartment. Maintenance comes in a timely manner to get any required work done. There is even a pool and gym on site so if you have a busy life, just stay at home and get those steps in. Me and my fiance love it here.

I currently reside in a 2 bedroom with den with my family. I love my apartment and the upkeep of the property. My service requests are answered in a timely fashion and I have no complaints whatsoever. Veterans Elementary has been welcoming from the beginning. I really enjoy living here and all of the local shops in the area. The convenience is definitely a positive driving force for me.

Moved in March 2019. Had no complaints with original staff. They were helpful and accommodating when I had to make a last minute decision between them and a place up the road. I can tell that Maintenance did not come into the apartment after prior tenant moved out but all items were handled. Refrigerator is old and rusty, gas range on the other hand is an updated model.The complex is clean, neighbors so far are quiet and friendly.Management company recently changed and a few things are now lacking. No answering service at the office (it just rings) and the app selected for residents to pay rent and request maintenance is worthless (Resident Portal fyi).Overall, is a good place to live. Location is great, clean property, great rent and livable customer service.

I have been living here since 3 months now. I like the place and the staff. If there is any maintenance required, they do cater to it. Staff is also friendly and nice. This place is beautiful and I enjoy my stay here, also it has gym, swimming pool, long tennis and best thing is free parking. There are lot of restaurants and shopping complex close by. I think Charleston Place is a very good choice to live in. :-) :-) :-)

I love the space and location of my apartment, I have not had any negative experience with the staff and everyone has been helpful. Any maintenance request I have put in were handled promptly except for one. My hot water in the shower does not last beyond 5-6mins. Aside from that and the walls being a bit too thin for me as I often here my neighbors. I love it, the area is clean and I love the playgrounds throughout the community.

Where do I begin. Everyone from upper management, everyone in the office, the maintenance crew, grounds crew. They are the most kind and loving people. I have children with exceptional needs and they always make sure we are comfortable, they always ask about them just like family.No one can out do their snow removal. No matter day, evening, or, middle of the night, within 30 minutes after the snow is gone, they show up and always make sure our walkway is safe for my Daughters wheelchair to get out. The office faculty are very respectful and care about any concerns you may bring.The complex is very Safe for children and Families.In my 2 yrs here i have not seen any Rodent or pest in my apartment. I decided to form my own opinion and judge the apartments & staff for myself thankful that I did. They were friendly, helpful and compared to these other properties so far they are no.1 on my list. It took a couple of weekends but Im happy with everything, size of apartment, has a full gym, parking and no problem with the staff.

We have lived here about 5 years and its just gone downhill recently. The office staff is rude and difficult to deal with. The apartment is fine and service requests are handled promptly. No real problems there but the office staff makes it not worth living here anymore. Definitely considering leaving when the lease is up.As an update I would like to thank the office representative that called me today. I know those calls are hard to make and I would like to thank her for being so kind and taking the time to listen to me and to offer her information for any future problems we might have. She was very professional and courteous, and while it doesnt change our past experiences with the office and I stand by the review, I would like to thank her for taking the time to listen.Update: 4am BAT IN THE APARTMENT I REPEAT BAT IN THE APARTMENT! I HAVE A NEWBORN THIS IS NOT OK. My cats stunned it and my husband wrapped it in a towel and put it outside. It probably came in through the hole in the utility closet that the slugs come in through during the summer. We dont have a key to open the utility closet door to check but there is a crack big enough for a bat in the door and we know about the hole from said slugs during the summer. Yes we have called about the hole in the utility closet before no they didnt fix it. Something about it being too hard to reach. We didnt know it was big enough for something like this to fit through. I can assure you I wont be sleeping tonight.

Another simple lesson I learnt moving to Charleston Place is: If you are true to yourself, life will surely be gently with you along the way. Upon signing my contract, my first point of contact was a lady called Juliette, and she set the pace of professionalism from the word “go” earning the title “The Juliette Stone” for an exemplary and consistent customer service. Life will never be perfect, so when imperfection kicks in from any angle, I communicate and press for service and attention professionally, and all i am getting is care, love and attention from Charleston Place, and there is nothing more I can ask for in return. I personally feel at home in a dynamic community with a well kept and spectacular green scenery with boulevards sandwiching the driveways. Hoping for the best in days, months and years to come!

Worst maintenance staff in history, they know nothing so they do nothing. The only good thing about this property as of July 1, 2019 is the African American gentleman (sorry I forgot his name) that works in the leasing office. That guy is the only one in the office that actually cares and does his job - and he knows his stuff.

6 Weeks ago I would have given this complex 6 stars easily but its now been 6 weeks to date that Ive been waiting for my washer/dryer to be fixed. 6 weeks being told that they are waiting on a part and that things are delayed with a change in management. 6 weeks paying rent for a washer dryer that doesnt work, the likes of which I have to pay the laudramat for the same functions. Totally unacceptable and absurd.

All tickets in our one year stay were promptly addressed. Good locality. Any apartment you live make sure to get inspection done in your presence before handing over key. People from other country dont realize how important it is. Same with accounting.

Horrible experience living here. Got 3 months left on my lease and might decide to find someplace else even if its more expensive than this overpriced place. My friend used to live here and told me they up charge the rent every year for no reason. Staff is so unfriendly and makes you feel uncomfortable. Theres this one girl I think her name is brittany, got complete attitude from her when trying to figure out lease options. Maintenance people are the only ones nice to you..

Some of the apartments are nicer than others, depending on when they were renovated. Be sure to ask before moving in if its important to you. Well maintained lobbies and grounds. Good neighbors. Office staff generally friendly and resolve basic issues pretty fast. Maintenance issues are attended to within 24 hours normally. Rent goes up every year around $50-80/month. New residents pay less than previous renters who wish to renew. Water and trash fees are high per month, $30 to $55, depending on how many people are on your lease. They charged us $800 when we moved out to replace carpet in one bedroom, when they said they only were going to charge $200.

Worst complex I have ever lived in. Staff is unprofessional and rude, they are money hungry and will do anything to get more money. Neighbors complained of bedbugs when they moved in. There is a definite rodent issue, rats by the dumpsters, mice inside. A friend of mine has roaches! We just recently left and boy am I happy!

This is the worst place I have ever rented!! Please do not ever rent from this place! I have never seen a apartment with no linen closet, coat closet or medicine cabinet. This place also has mice, every other kind of insects and the building and apartment has a terrible smell. The carpet and appliances are old. The old disgusting linoleum floor will not get clean even if you scrub it. The office and maintenance staff are horrible. My air conditioner was not working and leaking water which soaked my carpet and I called to have it repaired and they came and cut the padding from under the carpet and put tape on the air conditioner unit where it was leaking and never came back. It has been over 3 months and my carpet is still cut up and stained and the air conditioning unit still doesnt work. I called to tell the rental office that the issue still not resolved and they stated they did not see a order ticket for my maintenance issue. Thankfully, it is starting to get cold and I dont need the air conditioning anymore. Also, the hallway stays dirty and the secured entry door is always jammed and not requiring a key to open it, which is a safety concern because I am on the lower level. I am trying to get out of here ASAP. Thankfully, I only signed a 10 month lease!

Let me first start by saying I was a resident for over 8 years. This management company (Home Properties) doesnt respect loyalty. So, I was charged a power wash fee for my balcony when I vacated my apartment, they claimed it was a grease stain on the balcony......first of all I never used the balcony my entire stay and secondly, how do you know that the stain wasnt caused by the elements outside like every other stain on the outside of a building! They also charge a turnover fee of $500......this place is just a money pit with their rent prices being based upon the market(Dow Jones) for that day. not to mention you pay every utility- gas, electric, water, trash and no e of it is accurate as youre paying according to the number of people on your lease. On site management is terrible, their customer service sucks or lack thereof. You almost have to go into the rental office for every single thing as nothing is resolved via phone/email due to incompetence. Only plus here is the school system, otherwise youre WASTING your money! Not to mention I had a mouse problem forever, which is what sped my moving out process up. I contacted maintenance several times as well as the leasing office to no avail about the issue so, my children and I were stuck in a mouse infested apartment ......just nasty and inconsiderate......wish I couldve given no star.

Since being taken over by Home Properties, they increased the prices dramatically, dumped the cost of water and sewer off on Residents when each unit doesnt even have a water meter, and required insurance when they previously didnt require it.The staff has been ok, but I wouldnt say spectacular. Not to mention, they dont even respond to half the service calls I place and when they do, its usually 2 days later. I cant wait till my lease is over. The first 4 years were great, but the new management company is running this place into the ground.

You have to call the office to know how much you have to pay for the month rent.And thats okay.But they dont answer the phone and keeps you hanging. I called the office 3 days in a row and they still didnt answer. Also i called them seven times today but they didnt answer once. I went to the office and they told me my rent was 927$ which is not right. Because my rent is at least 1100$ for one room.If i can give this place a negative star i would definitely do so.I want to stay here but they keep on charging more money to my payment.

DONT MOVE HERE. They charge residents $100 to use a pool with no slide, diving board. Lazy river, poool accessories nothing. Not even luxury. Then they have an outdated business center. Out as soon as lease is up!!!!!!!! Oh, mice and ants are a problem here 2.

Its an ok place to live if you are looking for a cheap place to stay. I lived there for few months in between jobs from summer of last year until around March. There is usually loud drunk people on the weekends until 2-3 AM, people in their cars playing music loudly, broken bottles on the sidewalks and cigarette butts. I walk my dogs everyday so I am familiar with the neighborhood cleanliness. The cleaning people try their best and ride around in golf carts taking care of trash but mainly focus on the dumpsters. Kids that walk to school bus stops throw out their trash anywhere on the street so there is food garbage everywhere all the time. Their quarterly maintenance is only conducted on random apartments although they send out an email saying they will be checking all units (I was unemployed so I was home during the week). All of the 5 star reviews are from employees or fake accounts created by employees, just search some of their names in Linkedin and you will see they work for the company.

DO NOT RENT FROM THIS HORRIBLE COMPANY! I read the reviews and I thought, surely these cant be true. it wont happen to me but here I am, dealing with the most unprofessional office staff. I had mice the whole time, I couldnt walk in my back yard because of the grass being so high and muddy, the gym was crowded and full of kids playing on dangerous equipment, the office never replies in a timely manner, they would enter my apt without asking even though I had a dog who was scared of strangers, the walls are paper thin, its over crowded, their outdated appliances ruined my clothes, the sidewalks are not clear during the winter, they do not care about who lives here. they just want your money and will charge you for things they are responsible for. please, take your business next door. there is a beautiful apartment complex right next door that looks completely unlike this sorry excuse of a place.

My Name is Tamiru G, Anyone trying to Rent apartment, I would not recommend anyone to leave even one day, The most an professional staff ever seen, They do not tell you what they are doing for credit approval,They do not tell you what is needed in order to qualify, They just tell we do not know, the system would filter out, they change the price after they agreed on & tell you, they are fully renovating your apartment and price will change all the sudden $1380 to $1475, They rush & push you to get an agreement, they push to put deposit, They operate like wall street, they do not belong to that great community, the just using the location which is good for school. all this happen b/se i wanted to move toward better school to son, i have good job and good credit,the staff is complete lair, they tell you we do not know. The apart is also over crowded and Rundown,They charge you for trash, water and everything,

I was going to rent an apartment, I paid 2000 dollars and when they were going to deliver it to me I didnt receive it because I didnt even have the toilet well attached to the floor, there was humidity, I didnt accept it. Now they pretend that I must give the group more money for not accepting it. They are scammers, the worst of the USA. I lost my two thousand dollars. Office staff are the rudest Americans I have ever met, they are scary.

Ever since management changed from home properties to element management..things have really gone down hill. Leasing rates increase every year drastically. Staff has no sensitivity training and are flat out rude. Had multiple issues but none were ever resolved.

The staff if horrible! The are rude, they can never explain a situation to you, and the property managers are 10 times worse! My Husband convinced me to move to this property and if it were not for my child being in school and us being in the middle of building a house I would have moved a LONG time ago.
