They set most candidates for failure. They send one very strong candidate to a potential employer and 2 or 3 other lesser qualified ones as well. The potential employer picks the one strong candidate while the other 2 or 3 candidates are set for failure enough times for them to become frustrated and then the agency set those 2 or 3 other candidates for a lesser paying role. That is how this staffing agency works and so most staffing agencies work. Of course, they will never tell you this
