CDSS is a mess due to Covid. You cant get hold of anyone by phone. They only allow three people in the Norwich office at one time. Mail is messed up.

When you arrive, always arrive early. Parking..their isnt enough and especially if you are handicapped. I had to park down the hill and struggle walking up the hill. My stars have nothing to do with the staff because they literally do the best with what they have been given to work with by the state. You arrive always a huge line,but a positive is a worker comes around to see if you can he helped and dont have to wait in the line. I was just their to fill out a paper. I wasnt their for services and when it was my turn for her to get to me she got the paperwork and I filled it out and done. Their was only one person taking people and it can take forever just to tell that person whats the problem. That person is just helping you get to the next person though. So very time consuming when you go. Dont have plans because you will be there for awhile. Just seems like their could be a better system

The worst call center in the state..Have very little respect for people calling in.. I could never treat people that way..Not just myself have been treated like this but several others in this state..I suggest CT, you make it mandatory that CT workers take a sensitivity class..Not to mention a refresher course every few months..Be good at what you do and treat people kindly..

Timing! What time of day you go, what day of week or month is everything when going to get in and out in the least amount of time. Best to either be first in line when doors open, or later in the afternoon can sometimes make for a shorter visit. The less crowded the better the one on one service turns out for you. I’ve found this place to be hit or miss. You either have a really good experience or a really bad one. Pro-Tip: Don’t hand your documents to the little man with the clipboard though. I’m still waiting for them to reactivate my benefits, and I’m starting to wonder if they have even looked at the report form yet.

I can handle the wait time. Its the lack of consistency they provide. I called last week.. the woman I spoke to was so nice.. I believe her name was Jennifer. She faxed my previous employer and told me to call tomorrow to follow up if they recieved anything back. I did.. to get this woman who had a thick accent (I dont remember her name) who then proceeded to tell me its 7 to 10 days for them to send it back & oh man was I emotional. Jump forward to today.. I called to find out if they have received anything (a whole week later) the kind gentlemen, Rich, informed me that they have 30 days to send it.............Do you see how this is upsetting? They all need to be on the same page. Just like when I was applying, when Id send all they needed, Id call and theyd say oh all you need now is to send this I then send it in, call, someone else answers and says ok now all you need to send in is... Frustrating process for a mom to 3 small boys yet these drug addicts out there selling theirs.

Best to call as soon as they open at 7:30 am. I usually wait over an hour, but they answered right away at 7:30. Give it a try. It helps to be polite too.

You wait in line for a while then when you get to the counter there are offline and they cant help you. The Department of Social Services is in dire need of new leadership the staff are complacent at best overall it is a quagmire of inefficiency Ive been trying to get an issue resolved for 4 months unfortunately the state of Connecticut is inept in notifying the federal government and they continue to garnish my Social Security. Eventually I will get reimbursed but in the meantime I am short every month I am not alone when you go there the level of frustration is unbelievable thats probably why they have an armed Norwich police officer at the ready LOL

Waited for hours after being approved for services. When we got our appointment we were told we didnt qualify. Parking was awful. Even handicapped parking is bad. Very crowded and uncomfortable. Not helpful at all.

The absolute WORST customer support/call center I have ever had the misfortune to deal with, and since I have worked in IT and have health issues that is saying something. On average it take somewhere around one to two hours to reach someone, and if you have something other than a trivial issue it is almost a given that they will just hang up on you instead of helping you because they know that there is almost nothing you can do about it and that after a times getting hung up on you will either give up or just try to go to a DSS office. And if you do go to a DSS office you will likely have to wait in line for at least an hour or so and when you finally get to talk to someone they will often dismiss you if you have a problem that takes over three minutes to resolve. And if you refuse to go there is a cop station just 8 feet from where you try to get help and the cop will stand right behind anyone who seems upset to give them the hint that they better leave or they will either get forced out or arrested. If I give DSS phone service/office help a zero rating I would.

Worse call service ever in the history of call services. No way they have that much call volume. I called at 727am and let it linger until 730 on the dot and I am still currently on hold and its 8:13am. Cant move forward in my job training and the online site is always down. Walking into the office is just as bad. Maybe its time CT starts kicking people on visa from collecting benefits? It was great sitting in the office and being the only person who spoke english.

You cant go inside anymore to get help with understanding any paperwork or filing for any snap benefits. For people that struggle SO HARD with a learning disabilitie it makes it more challenging if you dont have a friend,family member, or case worker then they are pretty much asked out and get overwhelmed by all the paperwork. I guess its easier there thinking but there not thinking about people with disabilities in general. Also as of late I have been having problems with Dss. I called them 7 days ago because I had paperwork that was sitting in there office for like 2 to 3 months without anything getting submitted. After being put on the phone with someone the woman said that everything will be working right there and then. So what happened? I went and had an eye doctor appointment and my eye doctors office said I was not eligible for the Insurance. WOW IS ALL I GOT TO SAY!!!!!

The call system, online application process and the office itself are so frustrating to deal with. They make you wait so long to talk to someone that you give up and go without. Which, I believe is a tactic they use to weed people out.However, if you are illegal, lazy or spitting out kids to stay in the system, its a free ride for you. Im a single mother who works full time and cant afford food and barely can afford to keep a roof over our heads. I also cant afford to sit on the phone all day at work and lose my job. They dont make it easy for those of us that are the working poor and struggling everyday, trying to do things the right way. They reward laziness and deceit. This whole system is extremely ineffective and needs to be changed.

The Willimantic office has changed! And for the better! Unfortunately I am disabled. I have Medicare as well as Medicaid (for which I am very grateful and truly blessed). I also changed everything over to my maiden name, which meant a trip to DSS in Willimantic. I was prepared to sit and wait to see someone, as I had done before the office had moved. Not this time. Apparently the office has a social worker, or someone who was qualified to enter all my new ID and court letter into the system. I was told the name change was immediate and the new card would come within 5-7 business days. 5 days later it arrived. When I walked into the front door and then walked out of that office, less than an hour had passed.

DSS is a fraud. Ive called DSS to replace my lost EBT card about 11 times. Talked to only 4 people, 3 of which said to call another number, but that other number was the one I called them on. Was told that to get a replacement EBT card I had to go in person to a DSS office, but they couldnt tell me what office was closest to me because they are only a Call Center located out of state. I went on line for the call center in Danielson. Found the address, drove up there: Its a nursing home. Asked people there, and they said that its up the road. Went to the address: They told me the DSS offces had been centralized to Willimantic, and had never been there. Called 411 about the office phone number and got a different city. Also, I learned that DSS had sent out a replacement card, but had the wrong city and ZIP code for my post office. CT DSS is the definition of incompetence, arrogance, stupidity, and self-importance.

The only reason I give D.S.S. three stars, for now, is because I feel they are still in that developmental phase, of becoming a more helpful resource. On November 9th, 2018, I called several numbers, in hopes to speak with someone in the administrative department; all I got was a different telephone number each time. Who is running the show? D.S.S doesnt, even, have a suggestion box on their website. So, how can clients share an idea or make a simple suggestion. They seem to hide behind they cubical but they need to become more transparent. I hope to see that, someday.Oh…my suggestion? I just thought Husky should email clients after a bill has been processed by their doctor. Why? Well, after a doctor enters a bill (and the bill is paid by Husky) if a confirmation of the bill should be sent to the client, so that the client can validity the bill. Example: Lincare and (J&L) never send out billing receipts for their medical supplies given to clients. So how can D.S.S verify they were ever sent?

WORST service ever of any State run program Ive ever dealt with. Had to call 4 times in two weeks to get my issue dealt with and that was including getting hung up on for no reason other then I wanted to explain my situation to the idiot I was on the phone with after waiting two hours on hold. HORRID PHONE AND MAIL EXPERIENCE. It seems like the only way to get things done with these fools is to go to the office in person and deal with them face to face. Average wait time on phone service is two hours.

Same issue as everyone else!!!!! The automated system sucks! Nothing can actually get done without speaking to someone! And I am using a state phone so I cant afford to sit on hold for 2 hrs!!!!! Its so frustrating I try to upload documents and use the online system but the results never change! So over this I feel like its done on purpose so people just give up and the state saves money!

Excessively long hold times, and then when you actually speak to someone they often cannot or will not help you. The website is unreliable at best, and many transactions require that you speak to a representative by phone (sit on hold for 2+ hours) or visit the office.

As others have noted...if you call, expect to wait 2 hours on hold. If you last that long and do get a worker, expect someone who makes it obvious that they really do not care about your problem and does very little to help.
