I represent the Douglas County Veterans Monument Foundation, a non-profit organization established to support Veterans needs in Douglas County, CO through the construction of a monument on their behalf and fiscal support to wounded warriors and their families.In August of 2013, we were approached by a third party regarding a program specifically targeted toward non-profit organizations, to develop an app by BGE in support of our effort . Our deal included that in Sept of 2013 BGE would begin production of our basic phone app and would it be fielded during the Christmas holidays to help us find sponsors to support the cost. The initial outlay was $1250 to BGE for this service with another $1,250.00 would be due at the end of our sponsorship drive.The first draft of the app came the second week of Feb 2014 and was very basic in nature. We provided feedback to the POC (Edwin) on numerous occasions in a timely manner however, by mid March 2013, 7 months after development was to begin, many of our wishes had still not been fulfilled and it remained in a state that was unacceptable for delivery. At this time we requested a refund of our initial $1,250.00 and received a refusal from BGE to comply.In a nutshell...the services were not delivered in a timely manner, the product was not up to current industry standards and a requested refund was not honored.
